Abstract |

Organization of marginal (low-wage and low-status) workers has become a major issue for unions in both the US and Japan. A comparative study suggests that while management resistance is a major obstacle to organization in the US, lack of all-out commitment by union leaders and divisions among workers are more important obstacles in Japan. |
